Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, Board approval is required for awards exceeding $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

 

What Action Accomplishes

The purpose of the contract is to provide paint and body repairs for motor vehicles for Broward County Transportation Department Fleet Services Division and various other County agencies that may have need of these services and products.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT / FLEET SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).

 

The purpose of this contract is to provide paint and body repairs for motor vehicles in direct support of Broward Transportation Department Fleet Services Division (Fleet Services). Work performed on this contract consists of, but is not limited to, panel repairs, removing dents, repairing collision damage, rust repairs/removal, refinishing and painting all or portions of vehicles, including flat bedding when required.

 

This Agreement includes covered services, in accordance with the Broward County Living Wage Ordinance, Section 26-101(k). Anita’s Body Shop and Paint Inc. and Santa Rosa Body Shop, Inc. DBA CAFFI Brothers Body Shop LLC have agreed to be bound to the contractual obligations. The five-year potential (or initial term) estimated amount includes the health care benefit increase effective January 1, 2021.

 

Fleet Services has reviewed the bids submitted by Anita’s Body Shop and Paint Inc. (Group 1) and Santa Rosa Body Shop, Inc. DBA CAFFI Brothers Body Shop LLC (Group 2) and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation has been completed for Santa Rosa Body Shop, Inc. DBA CAFFI Brothers Body Shop LLC; the firm has an overall rating of 3.84 out of a possible 5.0.  No vendor performance evaluations have been completed for Anita’s Body Shop and Paint Inc.

 

Anita’s Body Shop and Paint Inc. (Group 2) submitted a bid with an annual total amount of $36,400; however, its bid has been rejected and deemed as non-responsive for failure to bid on all items as required, per Basis of Award.

 

The Purchasing Division has researched the prices submitted by the recommended bidders, Anita’s Body Shop and Paint Inc and Santa Rosa Body Shop, Inc. DBA CAFFI Brothers Body Shop LLC, and determined that the prices submitted are fair, reasonable, and aligned with the estimate (Exhibit 4).

 

The bid posted on July 12, 2021 and opened on July 21, 2021; three bids were received with no declinations (Exhibit 1).

Vera Cadillac Buick GMC, Contract Number and Title: TRN2116022B1_2, Paint and Body Repairs for Motor Vehicles, Contract Term: July 16, 2019 through October 14, 2021, Expenditures to date: $18,101.

 

Broward Collision Inc., Contract Number and Title: TRN2116022B1_3, Paint and Body Repairs for Motor Vehicles, Contract Term: July 16, 2019 through October 14, 2021, Expenditures to date: none.

 

The Recommendation for Award was posted on the Purchasing Division website from September 8, 2021 through September 14, 2021. No protest or appeal was filed regarding this procurement.
