Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.

 

NW 21st Avenue from Oakland Park Boulevard to Prospect Road is a County road within the City of Oakland Park. The Florida Department of Transportation (FDOT) recently completed a Mobility Improvement Project on NW 21st Avenue from Oakland Park Boulevard to Commercial Boulevard which includes this road segment. Improvements included a bridge replacement (over SFWMD’s C-13 canal) and the installation of Complete Streets elements such as designated bicycle lanes, sidewalk replacement, ADA curb ramp upgrades, signage, drainage, signalization, and other associated improvements. The FDOT project did not include any landscape enhancements.  As such, the City of Oakland Park (City) has requested funding from the County to design and construct landscaping and irrigation improvements. County staff has already prepared preliminary plans for the improvements and is in the process of finalizing the plans based on comments received from the City. The landscape improvements shall incorporate a minimum 50% native species by plant types and shall follow the Broward County NatureScape program and Florida-Friendly Landscaping principles.

This item seeks Board Approval of a Joint Participation Agreement between Broward County and the City of Oakland Park providing for the County to complete the design plans and fund the construction and construction management of the landscaping and irrigation improvement project up to a maximum amount not-to-exceed $380,000.  The City will bid, construct, and provide construction management for the improvement project. In addition, the Agreement obligates the City to be responsible for the perpetual maintenance of the improvements after project completion.  Any and all additional costs or expenses of any type or nature over the maximum amount shall be the sole responsibility of the City.

 

The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
