Why Action is Necessary
Section 20.31 (b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.
What Action Accomplishes
Approval will enable Broward County to apply for federal funding to continue supportive services, housing, and rental assistance for individuals and families experiencing homelessness, as well as provide for operational and administrative expenses.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the goal to “effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” Securing federal grant funding will facilitate the continued provision of needed services for individuals and families experiencing homelessness in Broward County.
The Human Services Department (“HSD”) has received funding from the U.S. Department of Housing and Urban Development (“HUD”) for the Homeless Continuum of Care program since 2011. In Fiscal Year 2020, HSD applied for HUD funding and was awarded $10,364,778 for services and supports for individuals and families experiencing homelessness.
In March 2021, HSD completed the annual Point-in-Time count to identify the number of individuals and families who are “literally homeless,” as defined by HUD. At that time, it was documented that 2,529 individuals and families met this criterion compared to 2,211 documented cases in January 2020.
Approval of this item will authorize the submittal of HSD’s grant application to HUD in the amount of $11,482,064 for the 2021 Notice of Funding Opportunity. Funds will provide rental assistance, supportive services, planning and evaluation services, and Homeless Management Information System services for individuals and families experiencing homelessness in Broward County.
