In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, Board shall make all awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) participation goal of 7% for this project. Woolpert, Inc. has committed to 9% DBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
The purpose of this agreement is to provide professional consultant services and technical assistance in technical solutions for advanced planning services for the Broward County Fort Lauderdale-Hollywood International and North Perry Airports (Exhibit 1). The scope of services consists of four categories: geographical information systems, dynamic planning and development management, airport modeling solutions, and general airport planning solutions.
On April 6, 2021 (Item No. 81), the Board approved Request for Proposals (RFP) No. TEC2120970P1, Consultant Services in Technical Solutions for Advanced Planning Services. One firm submitted a proposal in response to the RFP.
On June 28, 2021, a combination Initial and Final Evaluation Meeting was held. The Evaluation Committee (EC) determined that Woolpert, Inc. was both responsive and responsible to the RFP requirements. After presentations, evaluation and scoring, the EC passed a motion to rank and accept Woolpert, Inc. as the single-ranked responsive and responsible firm for consultant services in technical solutions for advanced planning services.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from July 2 - 9, 2021, which provided an opportunity for any proposer or interested party to present any new or additional information submitted within this timeframe. There was no additional information submitted within this timeframe.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from July 9 - 13, 2021, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
On July 14, 2021, an email was sent to the Board with the RLI/RFP - Committee Member Score Sheets for their review. There were no pulls from the Board for this RFP ranking.
Two negotiation meetings were held negotiate the agreement with Woolpert, Inc.: September 8 and September 27, 2021. These meetings were attended by representatives from Woolpert Inc., the Aviation Department, the County Attorney’s Office, and the Purchasing Division.
The initial term of this agreement will be effective upon date of execution. The Agreement provides for two additional one-year terms and authorizes the Purchasing Director to exercise this renewal option.
