MOTION TO AWARD open-end contract to single bidder, Telos Identity Management Solutions, LLC, for Designated Aviation Channeling Services, Bid No. GEN212346B1, for Broward County Aviation Department, with an initial three-year estimated amount of $349,545, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a five-year potential estimated amount of $582,575. The initial contract period shall begin on August 18, 2022, and shall terminate three years from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

The purpose of the contract is to provide designated aviation channeling services to Broward County Aviation Department.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND THE APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).
This contract provides Transportation Security Administration (TSA) approved third-party designated aviation channeling (DAC) services through a DAC System. The DAC System provides a vendor-hosted and -supported, web-based solution that connects Broward County Aviation Department (BCAD) with TSA and the Federal Bureau of Investigation (FBI). This allows the submission of a combined biometric and biographic package within a single environment, to examine and evaluate aviation media applicants for Criminal History Record Checks, Security Threat Assessments, enrollments into FBI’s Rap Back program, and Customs and Border Protection (CBP) seals through eBadge.
Solicitation No. GEN212346B1, Designated Aviation Channeling Services, was advertised on August,11, 2021; the opening was extended to September 1, 2021. The single bid was received from Telos Identity Management Solutions, LLC.
The Broward County Aviation Department has reviewed the bid submitted by Telos Identity Management Solutions, LLC, and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation has been completed for Telos Identity Management Solutions, LLC, with an overall rating of 5.0 out of a possible rating of 5.0. A copy of the vendor performance evaluation is available upon request.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
Incumbent: Telos Identity Management Solutions, LLC, Contract Number and Title: RFP No. R1405302P1, Designated Aviation Channeling. Contract Term: April 3, 2020 through August 17, 2022. Expenditures to date: $695,850.
The bid posted on August 11, 2021 and opened on September 1, 2021; one bid was received with no declinations (Exhibit 1).
The Recommendation for Award was posted on the Purchasing Division website from November 1 - 5, 2021, at which time any aggrieved vendor could have protested the result. There was no protest or appeal filed regarding this procurement.
