In accordance with the Broward County Procurement Code, Section 21.33, Issuance of Competitive Solicitations, Board approval is required prior to advertisement of RFPs, RLIs, and RFQs with an anticipated total value of more than $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established no goals for this project; however, this solicitation is subject to procurement preferences for Broward County Small Business Enterprises and County Business Enterprises. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to seek two firms to provide Building Information Modeling (BIM), Virtual Design and Construction (VDC), laser scanning and associated services. Services will be provided on an as-needed basis, per project.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services as outlined in the RFP (Exhibit 1).
The County Auditor’s Office has reviewed the RFP and any issues have been addressed.

Each requirement processed against these open-end contracts, in the initial three-year estimated amount of $6,000,000, and the potential five-year estimated amount of $10,000,000, will be funded by the appropriate source at the time of release.
