Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47(b), Award and Execution Authority, Board approval is required for Invitations to Bid (ITB) awards exceeding $500,000 that include a single bidder, rejection of apparent low bidder, protested award, or pulls from the Board regarding the intended award.

 

What Action Accomplishes

The purpose of the contract is to provide phlebotomy and blood testing services, including other specimen collections services, for the Broward Addiction and Recovery Center and various other County agencies that may have need of these services and products.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).

 

The purpose of this contract is to provide phlebotomy and blood testing services. Work performed on this contract consists of, but is not limited to, phlebotomy services, other specimen collection, testing and reporting services.

 

The allowances in this contract are in the total amount of $6,000 for lab tests on a case-by-case client basis, testing supplies, and lab fees and handling charges outside of the contract. These allowance items must be approved by the contract administrator prior to purchase and will be reimbursed at the contractor’s actual incurred cost, without mark-up.

 

The Director of Purchasing has determined the apparent low bidder, All Labs Solutions, LLC, to be non-responsive for failure to bid on all items as required. All Labs Solutions, LLC submitted a partial bid with an annual total amount of $4,000. However, their bid has been rejected and deemed as non-responsive for failure to bid on all items as required, per Basis of Award.

 

The Broward Addiction Recovery Division has reviewed the bids submitted by American Health Associates, Inc., and concurs with the recommendation for award (Exhibit 3). Two vendor performance evaluations have been completed for American Health Associates, Inc.; the firm has an overall rating of 3.33 out of a possible 5.0.

 

The Purchasing Division has researched the prices submitted by the recommended bidder, American Health Associates, Inc., and determined that the prices submitted are fair, reasonable, and aligned with the estimate (Exhibit 4).

 

The bid posted on October 4, 2021 and opened on November 3, 2021; two bids were received with two declinations (Exhibit 1).

 

Incumbent vendor: American Health Associates, Inc.; Contract Number and Title: GEN2118523B1_1, Phlebotomy and Blood Testing Services; Contract Term: May 17, 2019 through February 14, 2022; Expenditures to date: $128,471.

 

The Recommendation for Award was posted on the Purchasing Division website from November 22 - 30, 2021. No protest or appeal was filed regarding this procurement.
