Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On April 21, 2020 (Item No. 2), the Broward County Board of County Commissioners (“Board”) approved the Public Transportation Grant Agreement (“PTGA”) for Financial Project No. 436397-1-94-01 to fund the Project at FLL. FDOT committed to 50% participation in the Project cost, up to a maximum amount of $312,500, and required the County to fund all expenses in excess of FDOT’s funding, estimated to be $312,500, while continuing to cover any Project cost overruns.
This action approves the First Amendment to the FDOT PTGA to provide additional grant funding to assist in the planning and design services for the Project at FLL. The total cost of the project phase is estimated to be $858,000. The County will fund all expenses for the Project in excess of FDOT’s funding, estimated to be $429,000 or 50% of the total project cost.
Taxilane T, constructed in early 2002, is an instrumental element on the airfield as it serves as the primary circulator for aircraft traffic near all four (4) Terminals at FLL. Taxilane T is nearing its end-of-life and is exhibiting distresses such as depression, raveling, rutting weathering, corrugation, and longitudinal and transverse cracking. This taxilane needs rehabilitation to avoid failures that may cause disruptions to aircraft operations which can result in delays and re-routing of traffic.
The Project will require careful planning, design, and phasing to mitigate impact on aircraft movements. A Program Verification Phase (“PVP”) and design of the project will provide the best option for the rehabilitation of Taxilane T. The PVP will include a review of existing conditions and information, exploratory geotechnical service, surveying, preliminary studies and phasing, preliminary design schedule, and a preliminary construction cost estimate. The design of the project will commence in mid-2022 with a duration of 6-9 months.
The proposed PTGA has been reviewed and approved as to form by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement. FDOT will execute the Amendment after Board approval.
