MOTION TO ADOPT Resolution approving the First Amendment to the Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 447617-1-94-01; to fund the planning and design of the Airfield Lighting Improvements Project at the Broward County’s North Perry Airport; authorizing the Mayor or Vice-Mayor to execute same; authorizing the County Administrator to take the necessary administrative and budgetary actions. This Amendment provides additional state grant funding up to a maximum amount of $264,000 and requires the County to increase its match by $66,000, while covering any project overruns.

Why Action is Necessary

Broward County Board of County Commissioners’ (“Board”) approval is required to execute this First Amendment to a Public Transportation Grant Agreement with the Florida Department of Transportation.

 

What Action Accomplishes

This item allows the Broward County Aviation Department (“BCAD”) to accept additional grant funding from the State of Florida Department of Transportation (“FDOT”) for the planning and design of the Airfield Lighting Improvements Project (“Project”) at Broward County’s North Perry Airport (“HWO”).

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

Motion A

This action approves a budget resolution to transfer funds within BCAD Operating Fund to BCAD Capital Fund.  The transfer, in the amount of $330,000, will allow BCAD to commence planning and design services for the Project at HWO. FDOT will fund up to a maximum amount of $264,000, with Broward County (“County”) funding all of the expenses for the Project in excess of FDOT’s funding.

 

Motion B

On April 20, 2021 (Item No. 2), the Board approved the PTGA for Financial Project No. 447617-1-94-01 to fund the Project at HWO. FDOT committed to 80% participation in the Project cost, up to a maximum amount of $264,000, and required the County to fund all expenses in excess of FDOT’s funding, estimated to be $66,000, while continuing to cover any Project cost overruns.

 

This action approves the First Amendment to the FDOT Public Transportation Grant Agreement ("PTGA") to increase the Project Cost to $660,000, and also increase FDOT’s share of costs to a maximum amount of $528,000 or 80% of the project costs.  The County’s share of costs will increase to $132,000 or 20%, while continuing to cover any project cost overruns.

 

The project includes planning and design services for HWO’s airfield lighting. The Project will replace the airfield lighting along Runway 1R-19L and Taxiway E with new Light Emitting Diode (“LED”) edge lights. The edge lights and guidance signs along Taxiway L will also be replaced with new LED units. Additionally, the Project will include demolition and replacement of the electrical vault. The existing vault will be demolished while the replacement vault will be constructed in a new location; southwest of its present location. The relocation of the electrical vault will accommodate the increased lighting demands and modernize portions of the equipment and controls. The relocation will also provide additional space for future apron construction to accommodate future tenant demand. The Project is currently identified on the HWO Master Plan Update as a needed near-term improvement.

 

The proposed Amendment to the PTGA has been reviewed and approved to form by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement. FDOT will execute the Amendment after Board approval.
