Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL.

 

The Main Jail Judges Bench 1st Appearance Court Remodel project will allow preliminary hearings for arrested individuals to appear before a judicial officer in person or via live streaming, within the Main Jail building located at 555 SE 1st Ave, Ft Lauderdale, FL 33301.

 

Motion A allows for the budget to be increased to accommodate changes as described below.

 

Motion B allows a change order increase to 50% of the contract amount. After receipt of bids, the General Contractor advised the County that the audio-visual (“A/V”) equipment listed in the contract documents was not included in the base bid since some of the equipment is no longer available or on the market. Construction documents were prepared for the project to be bid in early 2020. Due to the pandemic, no access was granted to the Main Jail for construction work, which delayed bidding activities until over a year later in 2021.

 

The new A/V equipment is in the approximate amount of $82,000. Furthermore, BSO requires that a BSO security detail be present during all on-site construction activities. The County no longer has an agreement with BSO to perform security detail work. The change order increase will allow the General Contractor to engage the required BSO security detail(s) directly, as approved by the County, in the approximate amount of $60,000. Lastly, a 10.5% increase from the original contract price of $358,844 is included in the change order allowance for any unforeseen conditions, in the approximate amount of $37,442.

 

On July 7, 2021, the Director of Purchasing executed Bid/Contract No. PNC2121779C1 with Florida Palm Construction, Inc. for the Main Jail Judges Bench, 1st Appearance Court Remodel project.  Florida Palm Construction Inc. is performing the work as a CBE contractor having committed to self-performing 25% of the total project value.

Fiscal Impact

Fiscal Impact/Cost Summary

The $50,000 is transferred from the General Capital Outlay Fund’s reserve for contingency which, pending approval of this action, will reduce the reserve’s remaining balance in Fiscal Year 2022 to $1,950,000. The additional $50,000 transferred to the Main Jail Judges Bench, 1st Appearance Court Remodel project’s increases the total estimated cost of the project from $599,000 to $649,000.
