Summary Explanation/Background

THE MOBILITY ADVANCEMENT PROGRAM ADMINISTRATION (MAP ADMIN) RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Vision, Values & Goals for “Cooperatively delivering an efficient and effective regional intermodal system” and the 30-Year Mobility Advancement Program Goal to “Enhance Multimodal Options.”

 

The Low Stress Multimodal Mobility Transportation System Master Plan (“Master Plan”) will examine the transportation system in Broward County, with particular emphasis on available and forecasted right-of-way (ROW) to feasibly plan for a multimodal transportation network intended to: (1) enhance mobility and (2) promote equitable access to facilities designed to accommodate non-motorized users. Multimodal facilities are to be on public ROW, ancillary to roads, but separated from higher speed and high-volume motorized, vehicular traffic. Non-motorized use may include pedestrian, bicycle, and other personal conveyance devices (e.g., rollerblades, skateboards, scooters, e-scooters, hoverboards, electric-assist bicycles, wheelchairs, power-wheelchairs).

 

Our region leads the nation in deadly and severe-injury pedestrian and bicycle traffic crashes. A Master Plan with this type of planning and design approach will enhance safety and comfort for pedestrians, bicyclists, and users of personal conveyance devices. The Master Plan is also expected to focus on creating connectivity, including first mile and last-mile connections to public transit; traffic system management; resiliency; improving transit services; enhancing multimodal options; and economic development and benefits.

 

Funding for this Master Plan in the amount of $480,520 is coming from the Constitutional Gas Tax, not the Transportation Surtax; acting as leverage in furtherance of the MAP Broward program’s overall goal of $2.5B in leverage over 30 years. The Master Plan will be managed by the Mobility Planning & Innovations Team within MAP Admin.
