Summary Explanation/Background

Every day, thousands of passengers travel to or from Fort Lauderdale-Hollywood International Airport (“Airport”) in a motor vehicle and load and unload passengers and baggage in front of a terminal. It is critical that this process be as efficient and orderly as possible to avoid traffic jams and passenger backlogs. It is also important that the rules for vehicular traffic at the Airport be easily understandable and consistently enforced.

This item, if approved, would set a public hearing for the Board to consider amending the Airport traffic regulations to more clearly state the rules for loading and unloading of passengers and baggage at the Airport, to require photographic or video evidence of certain violations, and, as directed by the sponsor of this item, to permit the award of attorneys’ fees of up to $1,000 in favor of a prevailing defendant against the enforcing authority if the required photographic or video evidence is lacking or if the hearing officer or court otherwise determines that the citation should not have been issued.
