A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PROVIDING FOR A REFERENDUM ELECTION TO BE HELD ON NOVEMBER 8, 2022, TO DETERMINE WHETHER TO APPROVE A 0.5% SALES SURTAX FOR A PERIOD OF 12 YEARS TO FUND THE BROWARD COUNTY PREVENTIVE HEALTH CARE PROGRAM; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Summary Explanation/Background
This item supports the Commission Value: “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Commission Goal: “Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports.”
This item would approve a ballot question for inclusion in the General Election to be held on November 8, 2022. Approval of this item is contingent upon Board enactment of the proposed Broward County Preventive Health Care Program Ordinance (“Health Care Ordinance”), providing for the levy of an Indigent Care and Trauma Center Surtax of one-half percent (0.5%) for a period of 12 years, subject to approval by a majority of the electors of Broward County voting in a referendum election. The Health Care Ordinance is set for public hearing on January 25, 2022.
The proposed Resolution and ballot question have been updated slightly since original publication on the December 7, 2021, agenda to conform to changes in the proposed Health Care Ordinance.
Both this Resolution and the proposed Health Care Ordinance refer to the Broward County Preventive Health Care Program Plan (“Health Care Plan”), which is also scheduled to be considered by the Board on January 25, 2022.
