Summary Explanation/Background

This item supports the Commission Value: “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the Commission Goal: “Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports.”

 

This item is related to two separate items on the Board’s January 25, 2022, agenda: (1) a public hearing on a proposed Broward County Preventive Health Care Program Ordinance (“Health Care Ordinance”), providing for the levy of an Indigent Care and Trauma Center Surtax (“Health Care Surtax”) of one-half percent (0.5%) for a period of 12 years, subject to approval by a majority of the electors of Broward County voting in a referendum election; and (2) a Resolution to approve the ballot question for that referendum, to be included in the General Election on November 8, 2022.

 

This item would approve the proposed Broward County Preventive Health Care Program Plan (“Health Care Plan”) (Exhibit 1). If the Health Care Ordinance is enacted by the Board and the referendum is approved by the voters during the General Election on November 8, 2022, the proceeds of the Health Care Surtax would be expended as authorized in Section 212.055(4), Florida Statutes, and in accordance with this Health Care Plan, including as may be amended from time to time. The proposed Health Care Plan resulted from the comprehensive review and analysis (Exhibit 2) conducted by a team of experts led by Dr. Ricardo Cury, who is an expert in the field of cardiology, the Director of Cardiac Imaging at Baptist Hospital of Miami and Miami Cardiac & Vascular Institute, and a clinical professor at Florida International University. Dr. Cury and his team reviewed the current health care needs of County residents, including residents who qualify as indigent or medically poor. Their comprehensive analysis forms the basis for the proposed Health Care Plan.

 

Since original publication on the December 7, 2021, agenda, the Health Care Plan (Exhibit 1) has been updated to include mobile screening units as an additional alternative to traditional methods of service delivery, and the Consolidated List of Questions (Exhibit 3) has been updated and organized by topic.
