Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves the Third Amendment to accept additional funds from FDOT for the Project. 

 

On April 16, 2019 (Item No. 3), the Board approved the Public Transportation Grant Agreement (“PTGA”) for Financial Project No. 434832-2-94-01 to fund the Project at FLL. FDOT committed to 50% participation of the Project cost, up to a maximum amount of $12,751,717, and required the County to fund all expenses for the Project in excess of FDOT’s funding, estimated to be in the amount of $12,751,717, while continuing to cover any Project cost overruns.

 

On May 5, 2020 (Item No. 4), the Board approved the First Amendment to the PTGA to increase the Project cost to $35,503,434, and increase FDOT’s share of the Project cost to a maximum amount of $17,751,717; and the County’s share of the Project cost increased to $17,751,717, while continuing to cover any Project cost overruns.

 

On April 6, 2021 (Item No. 74), the Board approved the Second Amendment to the PTGA to increase the Project cost to $37,503,434, and increase FDOT’s share of the Project cost to a maximum amount of $18,751,717; and the County’s share of the Project cost increased to $18,751,717, while continuing to cover any Project cost overruns.

 

This action approves the Third Amendment to increase the Project cost to $75,503,434, and increase FDOT’s total maximum contribution for the Project to $37,751,717. The County’s share of the Project cost will increase to $37,751,717, while continuing to cover any Project cost overruns.

 

The phased funding through this FDOT grant will support the Short-Term Landside Improvements, Terminal 5 Curbsides and Roadway, and Supplemental Curb components in the Project at FLL. The Short-Term Landside Improvements sub-project includes construction services for the improvements to the Airport Access Roadway System, which is the main roadway through FLL and provides access to Terminals 1 through 4, the Rental Car Center, and the Cypress, Hibiscus, and Palm parking garages. The Terminal 5 Curbside and Roadways sub-project will add connectivity from the Airport Access Roadway into the Terminal 5 curbside and roadway area, which will allow the flow of private and commercial vehicles to transport passengers to the front of the terminal. The Supplemental Curb sub-project will construct a new supplemental roadway with added terminal curb fronts along each Terminal to alleviate congestion on the Airport Access Roadway. The recommended improvements of all three sub-projects will enhance passenger safety on FLL roadways and allow easier access to and from its facilities.

 

The proposed Third Amendment to the PTGA was reviewed by the Office of the County Attorney. The Third Amendment does not include the County's standard Agreement provisions as FDOT requires the County to use its form Amendment.
