Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves an FDOT PTGA to provide grant funding for the APM Project at FLL.

 

The proposed APM Project will comprise of approximately 8,000 linear feet of elevated, dual-lane guideway that will navigate through the landside areas of the terminals within FLL. The APM Project, once fully complete, will comprise a bi-directional system with up to seven stations within the terminal area, providing entrance and exit access to each of the terminals as well as the Palm, Cypress, and Hibiscus Garages, and the future Intermodal Center at FLL. The project will enhance FLL’s landside capacity, efficiency, and connectivity. With the continuous annual passenger growth at FLL, the APM will relieve congestion along Terminal Drive and passenger access to the terminal core. This FDOT grant will fund the pedestrian connector associated with the planned APM Station serving future Terminal 5 and the Cypress Garage, as well as to develop a design criteria package and other professional services needed to procure the design and development phases of the APM Project. Additional funds, as available, would be used for enabling infrastructure, site improvements and other actions necessary to proceed with the design and construction of the APM Project.

 

Currently, the total estimated cost for the APM Project is $25,900,000 (“Project Cost”). As part of this PTGA, FDOT will provide grant funding in the amount of $12,950,000 for the APM Project. The PTGA is phased to allow for future FDOT grant opportunities as they become available. Broward County (“County”) will fund in excess of the amount of FDOT’s current grant funding estimated to be $12,950,000, while covering any Project Cost overruns.

 

The proposed PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form Agreement.
