C. MOTION TO AUTHORIZE Broward County Administrator to execute an amendment to an agreement with Broward County Minority Builders Coalition, Inc. (BCMBC) to implement the Broward County Home Repair Program (“BCMBC Agreement”) and to execute an amendment to an agreement with the Habitat of Humanity of Broward, Inc. (HABITAT) to implement the Broward County Home Repair Program (“HABITAT Agreement”), for the purpose of increasing the SHIP funding by $100,000 in each agreement and extending the term through June 30, 2023 for both agreements; authorizing the County Administrator to execute amendments to the BCMBC Agreement and the HABITAT Agreement, subject to approval as to form by the Office of the County Attorney.

Why Action is Necessary

Board action is required to authorize the County Administrator to approve unanticipated revenue resolutions, to appropriate the unanticipated funds, and to approve funding increases to existing agreements.

 

What Action Accomplishes

Recognizes the SHIP Program Income and appropriates the SHIP Program Income and unanticipated revenue to SHIP Program strategies.

 

This action allows the County to complete existing projects currently under construction which are receiving special needs/barrier removal assistance or home repair assistance, and the commencement of construction on new projects.

Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's vision of "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing”: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies; and, Goal 3: Identify affordable workforce housing funding, to include a local, dedicated source of revenue; and Goal 4: Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.

 

Motion A. Between July, 2020 and June, 2021, funds in the County’s SHIP Program Local Housing Assistance Trust Fund Account (“SHIP Trust Fund”) generated SHIP Program Income in the amount of $373,836.  The SHIP Program Income is generated from interest earned on the principal balance in the SHIP Trust Fund, repayment of second mortgage loans, and SHIP Program-assisted recipients who pay off their deferred loan prior to the expiration of the loan terms.

 

It is recommended that the County’s SHIP Program Income be distributed as follows: (i) $43,101 for the Purchase Assistance Strategy, which will be used to assist a maximum of one qualified household with a maximum of up to $40,000 per qualified household; (ii) $200,000 for the Minor Home Repair Strategy, which will be used to provide assistance to a maximum of five households with a maximum of up to $40,000 per qualified household; (iii) $112,043 for the Special Needs/Barrier Free Strategy, which will be used to assist three qualified households with a maximum of up to $40,000 per qualified household; and (iv) 5%, or $18,692, of the total Program Income, to cover the costs of administration.

 

Motion B. On June 2, 2020, the Board adopted Resolution No. 2020-304, approving $126,527 of SHIP funding to CIL as a project management agency to the County’s SHIP Special Needs/Barrier Free Strategy, for the rehabilitation/removal of architectural barriers to owner occupied homes with disabled household members or household members who meet the definition of “persons with special needs”. This second amendment adding $112,043 provides additional funding for CIL to complete one project currently in the construction phase for which costs have exceeded the initial scope of work cost estimates due to unforeseen expenses associated with the initial bid (discovered during the construction to the home), and an increase in materials over the past year.

 

Motion C. On June 2, 2020, the Board adopted Resolution No. 2020-304, approving $181,421 of SHIP funding to BCMBC and $181,421 of SHIP funding to HABITAT as project management agencies to the County’s SHIP Home Repair Strategy, for the mitigation hardening/rehabilitation of owner-occupied homes of qualified households.  This third amendment adding $100,000 to each contract provides additional funding to BCMBC and HABITAT to complete two projects currently in the construction phase for which costs have exceeded the initial scope of work cost estimates due to unforeseen expenses associated with the initial bid (discovered during the construction to the home), and an increase in materials over the past year.

 

The Office of the County Attorney has reviewed and approved these Amendments as to form.
