Why Action is Necessary

Sections 21.53(a) and 21.47(b) of the Broward County Procurement Code require Board approval of agreements that exceed five years and are above the Director of Purchasing’s award and execution authority.

Summary Explanation/Background

THE OFFICE OF REGIONAL EMERGENCY SERVICES AND COMMUNICTIONS RECOMMENDS THE APPROVAL OF THE ABOVE MOTIONS.

 

On March 28, 2017, Kirms Communications, LLC, was approved as the only reasonable source for radio tower maintenance and repair services. On May 23, 2017, the Board approved the Agreement between County and Kirms Communication, which currently expires on May 22, 2022.

 

On January 3, 2022, County advertised a Request for Information (RFI), TEC2124097F1, for inspection, repair, and maintenance of the E911 Public Safety Radio Towers. Of the four respondents, Kirms Communications was the only vendor that complied with the requirements, licenses, certifications, and qualifications stated in the RFI. 

 

Motion A seeks to designate Kirms Communications, LLC, as the only reasonable source to provide continued maintenance and repair services for County’s public safety radio towers and shelters.

 

Motion B seeks to Amend the Agreement to extend the term for up to five additional one-year periods and increases the total Agreement not-to-exceed amount by $2,900,000.  The amendment also updates the annual and hourly rates and permits the Contract Administrator to add additional tower sites by written notice to the contractor.
