Why Action is Necessary

A. Part I, Chapter 1, Article V, Section 1-88.a.9. of the Broward County Code of Ordinances, requires that the Broward County Board of County Commissioners (Board) approve the artist's design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.

 

B. Volume 2, Chapter 9, Section 2.1.4 of the County Administrative Policies and Procedures, requires that the Broward County Board of County Commissioners approves any transfers from reserves that increase the budget of a capital project.

 

What Action Accomplishes

A. This action allows for the approval of the amount of funds and for approval of the artwork design proposal so that staff can give the artist the notice to proceed to finalize the design and proceed with fabrication and installation of the artwork.

 

B. This Action appropriates resources from the Convention Center East Expansion project’s future capital outlay reserve to fund the artwork design proposal.

Summary Explanation/Background

BROWARD CULTURAL DIVISION AND CONVENTION AND VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's value of cultivating community, culture, arts, recreation, and life-long learning and goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural, and economically viable community.

 

This action is for approval of the proposed functionally integrated artwork design, in an amount not to exceed $692,500 (estimated amount of $650,000 for art, $37,500 for contingency, and $5,000 for an allied artist). The Division issued a Call to Artists on January 10, 2020, which garnered 157 applicants. The artist and their conceptual design proposal were approved by the Artist Selection Panel on August 5, 2020, the Public Art & Design (PAD) Committee on August 12, 2020, and by the Broward Cultural Council (BCC) on September 3, 2020.

 

Exhibit 1 is the proposed conceptual artwork design by artist Martin Donlin for the eastern expansion of the Greater Fort Lauderdale Broward County Convention Center. The artwork is a terrazzo floor design for the pre-function area on the north and east sides of the building. The artwork is intended to welcome visitors and aid with movement through the space.

 

The proposed conceptual artwork titled “Flora and Fauna” includes abstract visual references to the sun, the moon, sea life, and to the ebb and flow of the tides. A globe is central to the design with Broward County at its core.

 

An allied artist will be affiliated with this project (a local artist wishing to gain experience in the field of public art). The allied artist will assist the commissioned artist with the creation or selection of poetry that will be incorporated into the globe design and other components of the public art project.

Fiscal Impact

Fiscal Impact/Cost Summary

The $692,500 is transferred from the Convention Center East Expansion project’s future capital outlay reserve which is budgeted in the Tourist Development Tax Capital Fund. The total allowable Public Art budget for the Convention Center West & East Expansion projects, per the project cost limitation included on Agenda Item 50 of the December 10, 2019, Regular Meeting, is $1,000,000. Following this action, the remaining balance of the allowable public art budget for the Convention Center Expansion projects is $307,500.
