Why Action is Necessary

Pursuant to Chapter 427, Florida Statutes, Broward County, as the designated Community Transportation Coordinator (CTC) for the Broward County service area, is required to provide “non-sponsored” transportation disadvantaged services to eligible individuals.

 

What Action Accomplishes

Secures continued state funding for transportation disadvantaged trips, pursuant to Chapter 427, Florida Statutes, provided by the County’s paratransit service.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network".

 

As background, the Florida Commission for the Transportation Disadvantaged (FCTD) was created by the 1989 Florida Legislature to coordinate federal, state and locally funded transportation disadvantaged services, and to administer the Transportation Disadvantaged Trust Fund (TDTF). The purpose of the TDTF is to provide a dedicated funding source for the operational and planning expenses of the FCTD in carrying out its legislative responsibilities, and to provide transportation opportunities for non-sponsored transportation disadvantaged citizens. “Transportation disadvantaged” means those persons who because of physical or mental disability, income status, or age are unable to transport themselves or to purchase transportation and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities, or children who are handicapped or high-risk or at-risk as defined in Florida Statutes.

 

Pursuant to Chapter 427, Florida Statutes, Board of County Commissioners (Board) was originally designated the Community Transportation Coordinator (CTC) for the Broward County service area in August 1990. Broward County, in its role as the CTC, serves the needs of transportation disadvantaged persons through the Transportation Department’s Paratransit Division.

 

The program runs on the State Fiscal Year 2022-2023 (July 1, 2022 to June 30, 2023) and funding for the provision of non-sponsored transportation disadvantaged services is $5,248,034, which requires a total County match of $583,114.
