Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47(b), Award and Execution Authority, Board approval is required for awards exceeding $500,000 that include a single bidder, rejection of apparent low bidder, protested award, or pull by a County Commissioner.

Provides for the purchase of replacement bus batteries used in the Broward County Transportation Department’s bus fleet.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development reviewed the scope of work and determined that this project is Race-Neutral and will not contain race-conscious contract goals (Exhibit 2).

 

The purpose of this contract is for the purchase of “side post” and “top post” maintenance-free bus batteries for transit buses for the Broward County Transportation Department and various other Broward County agencies that may have a need for these products in accordance with the Specifications and Requirement section.

 

The Director of Purchasing determined that the apparent low bidder, Interamerican Motor, LLC, to be non-responsive as the vendor was unable to provide the requested product specifications to confirm the validity of products and part numbers offered in their bid tabulation, which did not meet the County’s minimum specifications and requirements. Additionally, Interamerican Motor, LLC submitted products originating from Ecuador, which does not meet the requirements of the Solicitation and the Federal Transit Administration Buy America requirements for manufactured products. These requirements state that to be considered produced in the United States, all manufacturing processes for the product must take place in the United States (U.S.) and all of the components of the product must be of U.S. origin.

 

The Transportation Department has reviewed the bid submitted by Glades Parts Company, Inc. DBA Original Equipment Company, and concurs with the recommendation for award (Exhibit 3). Two vendor performance evaluations were completed for Glades Parts Company, Inc. DBA Original Equipment Company; the firm has an overall rating of 5.0 out of a possible 5.0.

 

The Purchasing Division has researched the prices submitted by the recommended bidder, Glades Parts Company, Inc. DBA Original Equipment Company, and determined that the prices submitted are fair, reasonable, and aligned with the estimate (Exhibit 4).

 

The bid posted on January 26, 2022 and opened on February 16, 2022; five bids were received with one declination (Exhibit 1).

 

Incumbent vendor: Glades Parts Company, Inc. DBA Original Equipment Company; Contract Number and Title: TRN2119667B1_1, Bus Batteries; Contract Term: April 7, 2020 through July 21, 2021; Expenditures to date: $192,869.90.

 

The Recommendation for Award was posted on the Purchasing Division website from March 31 - April 7, 2022. No protest or appeal was filed regarding this procurement.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

 

The initial contract period shall begin on the date of award and terminate one year from that date.
