Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) did not reserve this procurement for Small Business Enterprise under the Sheltered Market Program or assign County Business Enterprise participation goals (Exhibit 2).

 

The purpose of this contract is to provide wire rope for the cranes that are in operation at Port Everglades. 

 

On February 25, 2022, the Purchasing Division received a letter from Miami Cordage, LLC, the apparent low bidder, requesting to withdraw its response for Bid No. OPN2123956B1, stating that the firm inadvertently submitted the same unit price for Line No. 6 (46MM Diameter Rope) and Line No. 8 (30MM Diameter Rope). After review, the Port Everglades Department and the Purchasing Division confirmed Miami Cordage, LLC’s submitted unit price for Line No. 6 deviates significantly from the other bidders. On March 30, 2022, under authority of Section 21.41(e)(2), Broward County Procurement Code, the Director of Purchasing granted Miami Cordage LLC permission to withdraw its bid response.

 

The Port Everglades Department reviewed the bid submitted by Pfeifer Wire Rope & Lifting Technology, Inc. and concurs with a recommendation for award (Exhibit 3). There are no Broward County performance evaluations for Pfeifer Wire Rope & Lifting Technology, Inc.

 

The prices submitted by the recommended bidder, Pfeifer Wire Rope & Lifting Technology, Inc., have been determined to be fair and reasonable by the Port Everglades Department (Exhibit 4).

 

Incumbent: Miami Cordage, LLC; Contract No. OPN2118017B1, Wire Rope for Cranes; Contract Term: June 7, 2019 through June 6, 2022; Expenditures: $365,590.

 

The bid posted on January 27, 2022 and opened on February 9, 2022; three bids were received with no declinations (Exhibit 1).

 

The Recommendation for Award was posted on the Purchasing Division website from May 2 - 6, 2022. No protest was filed regarding this procurement.

 

The initial contract period begins on date of award and shall terminate one year from that date.
