MOTION TO AUTHORIZE County Administrator to execute Contract No. 34346-22, subject to review for legal sufficiency by the Office of the County Attorney, between Broward Behavioral Health Coalition Inc. (“BBHC”) and Broward County, in the budgeted amount of $3,701,397 and a Broward County match contribution of $522,793 for a total amount of $4,224,190, and a potentially maximum amount of $987,171 - in whole, in part, or not at all - in uncompensated units at BBHC’s discretion, effective from July 1, 2022, to June 30, 2023, to provide community-based substance use disorder treatment services; authorize the County Administrator to execute amendments to the Contract, subject to review for legal sufficiency by the Office of the County Attorney, that do not impose additional financial obligations on the County beyond any match requirement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION (“BARD”) RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports.” Approval of this action will enable Broward County to continue the provision of community-based substance use disorder treatment services to eligible adult residents served by BARD.
BBHC is the contracted managing entity under the Florida Department of Children and Families (“DCF”) for the day-to-day operational delivery of behavioral health services, including substance use disorder treatment, in Broward County. BBHC subcontracts substance use disorder treatment services through BARC and various other providers.
In Fiscal Year 2021-2022, effective July 1, 2021, to June 30, 2022, BARC was awarded up to $5,923,025 (including uncompensated units) in funding from BBHC.
For the Fiscal Year 2022-2023 funding allocation, effective July 1, 2022, to June 30, 2023, BARD will receive $3,701,397 in funding from BBHC, which requires a cash match of $522,793. There is also an anticipated additional and unsecured amount of $987,171 for uncompensated units, which BBHC may pay at its discretion. BBHC also provides increases in funding throughout the year based on funding availability and BARD’s performance. Additional funding may require an additional cash match.
The Contract will be prepared by BBHC in its format and will be reviewed for legal sufficiency by the Office of the County Attorney.
