Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport over the threshold amount provided in § 287.017 for CATEGORY FIVE [i.e., $325,000] as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).
The purpose of the contract is to provide services for the removal of accumulated rubber deposits and paint from specific areas of designated asphaltic and concrete runway pavement at Broward County Fort Lauderdale-Hollywood International Airport for the Broward County Aviation Department. The initial contract period shall begin August 1, 2022 and will terminate three years from that date.
All prices, terms and conditions will remain fixed for the initial 12-month contract period. Upon completion of the initial 12-month contract period, the contractor may make a timely request for a price adjustment to the contract for each year thereafter prior to its anniversary date in accordance with the price escalation clause of the contract.
Broward County Aviation Department reviewed the bid submitted by Waterblasting, LLC dba Hog Technologies and concurs with the recommendation for award (Exhibit 3). Four evaluations were completed for Waterblasting, LLC dba Hog Technologies; the firm has an overall rating of 4.57 out of a possible 5.0. Copies of the vendor performance evaluation is available upon request.
The Purchasing Division has researched the prices submitted by the recommended bidder, Waterblasting, LLC dba Hog Technologies, and determined that the prices submitted are fair, reasonable, and aligned with the estimate (Exhibit 4).
Incumbent: Waterblasting, LLC dba Waterblasting.com. Contract Title: Runway Rubber and Paint/Striping Removal Services, Contract Number: BLD2118749B1, Contract Term: August 1, 2019 to July 31, 2022, Expenditures to date: $182,260.34.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The Recommendation for Award was posted on the Purchasing Division website from April 13 - 20, 2022. There was no protest or appeal filed against this procurement.
The bid posted on March 4, 2022 and opened on March 16, 2022; three bids were received with no declinations (Exhibit 1).
