In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for the Sheltered Market Program. The OESBD has reviewed the bid and determined that King’s Cup, Inc. meets the Small Business Enterprise eligibility criteria (Exhibit 2).
The purpose of this contract is to provide concession food items resale at various Broward County Parks and Recreation locations.
Parks and Recreation Division has reviewed the bid submitted by King’s Cup, Inc., and concurs with the recommendation for award (Exhibit 3). Five vendor performance evaluations have been completed for King’s Cup, Inc.; with an overall rating of 4.83 out of a possible rating of 5.0. A copy of the vendor performance evaluation is available upon request.
Incumbent: King’s Cup, Inc., Contract Number and Title: OPN2118364B1, Concession Food Items. Contract Term: May 10, 2019 through May 9, 2022. Expenditures to date: $215,939.
On March 8, 2022, Solicitation No. OPN2124277B1, Concession Food Items, was advertised; the bid opening was extended through March 30, 2022. A single bid was received from the incumbent, King’s Cup, Inc., with no declinations (Exhibit 1). Outreach was completed to all designated suggested SBE vendors or those who were identified to have downloaded the solicitation.
A price analysis revealed that the prices submitted by King’s Cup, Inc. were determined fair and reasonable (Exhibit 4).
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The Recommendation for Award was provided to the County Auditor on April 21, 2022 for review with no pending issues.
The initial contract period shall begin on the date of award and shall terminate one year from that date.
