A. MOTION TO APPROVE Contract No. 20178-22 between Broward Behavioral Health Coalition Inc. (“BBHC”) and Broward County in the amount of $916,667 ($316,667 state grant award, $480,000 County grant cash match, and $120,000 in-kind match), effective retroactively from May 1, 2022, through June 30, 2025, to provide recovery and support services through the Broward Youth Reentry Program (“BYRP”) to youth and young adults with mental illness, substance use disorders, or co-occurring disorders who are in or at risk of being adjudicated to the Department of Juvenile Justice (“DJJ”) residential commitment programs; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Contract, subject to review for legal sufficiency by the Office of the County Attorney, that do not impose additional financial obligations on the County beyond any match requirement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Why Action is Necessary
A. Section 20.31(b)(3), Broward County Administrative Code, requires that the Board of County Commissioners (“Commission”) approves all state and federal grant agreements.
B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.
C. Section 20.8(b), Broward County Administrative Code, requires Commission approval to increase the personnel cap.

Approval of Motions A-B allows for the provision of recovery and support services to select youth and young adults through BYRP.
Approval of Motion C provides additional staffing for BYRP.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION (“CISD”) RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This action supports the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support, with special emphasis on financial supports.” Funding from BBHC will be used to provide recovery and support services to youth and young adults with mental illness, substance use disorders or co-occurring disorders who are in or at risk of being adjudicated to DJJ residential commitment programs.
The effective date of this Contract (Exhibit 1) is retroactive due to contract negotiations with BBHC regarding language and formulation of the document. BBHC and CISD commenced contract negotiations on March 7, 2022. Following this discussion, BBHC provided notice of the new Contract No. 20178-22 on March 25, 2022. The Contract with BBHC was finalized on April 26, 2022.
BBHC is the managing entity in Broward County for grant funding received from the Florida Department of Children and Families Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant. Contract No. 20178-22 is issued pursuant to this grant and funds BYRP services provided by CISD’s Office of Justice Services. BYRP is a voluntary recovery and support program that seeks to reduce recidivism among youth and young adults with mental illness, substance use disorders, or co-occurring disorders by providing intervention services to assist with successful transition and reintegration as they return to their communities from DJJ residential commitment programs. BYRP is implemented in collaboration with the Broward Youth Reentry Collaborative, which functions as Broward County’s public safety coordinating council in keeping with Section 951.26, Florida Statutes.
Contract No. 20178-22 is a three-year contract that requires a grant match of $200,000 for each year of the Contract (the total match amount is $600,000). The annual match requirement will be apportioned as $160,000 in cash match and $40,000 as an in-kind match.
The new grant position will assist existing grant staff in serving 150 youth over three years.
The Contract is in BBHC’s format and has been approved as to form by the Office of the County Attorney. BBHC will sign following Commission approval.

Broward County Human Services Department is requesting a County grant cash match in the total amount of $480,000 to satisfy a portion of the match required by the grant for three years. The remaining match requirement of $120,000 will be supplied as an in-kind match.
The new grant position will be a full-time human services coordinator. One hundred percent (100%) of the cost of this position will be paid from County grant cash match funds. The position will be terminated if future funding is discontinued.
