Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a cumulative County Business Enterprise (CBE) participation goal of 40% for the term of the agreement. The vendor has committed to 40% CBE participation. CPZ Architects, Inc. has been paid $1,020,391 with $780,731 paid to CBE firms, yielding 76.51% participation to date. (Exhibit 1)

 

On November 1, 2016 (Item No. 13), the Board of County Commissioners approved the Agreement between Broward County and CPZ Architects, Inc. for Comprehensive Professional Architectural and Engineering Consultant Services, Request for Proposal (RFP) No. R1362601P1, for a not-to-exceed annual amount of $1,000,000 per year for three years from the date of the executed Agreement, with two one-year renewals which may be executed under the authority of the Director of Purchasing for a total not-to-exceed five-year amount of $5,000,000.

 

On January 29, 2019 (Item No. 16), the Board of County Commissioners approved Work Authorization No. 09CMD for professional architectural and engineering services for the renovation of the western portion of the first-floor, including the Clerk of Courts Civil, Marriage and Passport, and the main building and security entrance at the West Regional Courthouse, in the total amount of $243,601.

 

This proposed First Amendment to Work Authorization No. 09CMD provides additional architectural and engineering services and coordination of new plumbing and electrical/data penetrations including structural documentation, in preparation for the second-floor Judicial Suites Remodel project and to incorporate cost saving revisions to the waiting area counters and teller stations. The $62,232 value of this First Amendment includes a lump sum amount of $4,589 and a not-to-exceed amount of $57,643 for an amended work authorization total of $305,833. (Exhibit 2)

 

The negotiation meeting for this Work Authorization was held on May 12, 2022, and was attended by representatives from CPZ Architects, Inc., and Broward County Construction Management Division staff. CPZ Architects, Inc. submitted a revised proposal incorporating the negotiated results, dated May 13, 2022.

 

This Amendment has been reviewed and approved as to form by the Office of the County Attorney.
