A. MOTION TO APPROVE preventive heart and cancer health care screenings pilot project for qualified Broward County residents (“Pilot Project”); to direct and authorize the County Administrator to implement the Pilot Project in accordance with the plan (“Plan”) (Exhibit 1) developed by Broward County’s consultant Dr. Claudio Smuclovisky with coordinating review by North Broward Hospital District (“Broward Health”), South Broward Hospital District (“Memorial Healthcare System”), Holy Cross Health, and Cleveland Clinic of Florida, including authority to procure any necessary goods or services from vendors or consultants to implement the Pilot Project and authority to negotiate and execute any necessary agreements or amendments, subject to all contracts being approved as to legal sufficiency by the Office of the County Attorney, up to a maximum total cost to the County of $10 million (inclusive of all administrative costs); to direct the County Administrator to take all budgetary actions necessary to fund the Pilot project; and to waive the Broward County Procurement Code to the extent necessary to permit the County Administrator to efficiently and expeditiously implement the Pilot Project in accordance with the Plan, finding that the proposed Pilot Project is exempt under Section 21.5 of the Procurement Code and that waiver of the Procurement Code for any related necessary goods or services is reasonable and in the best interest of the County.

Summary Explanation/Background
Cardiovascular disease is the leading cause of death globally and in Broward County. Approximately 1 in every 2 people in the United States suffers from some type of cardiovascular disease. Sudden cardiac death is the first sign of heart disease in more than half of patients with coronary artery disease. Cancer is the second leading cause of death in the United States, and one in every three individuals will be diagnosed with cancer in their lifetime. The most prevalent types of cancer are cancer of the lung, colon/rectum, pancreas, breast, and prostate.
A Board workshop was held on February 15, 2022, with Broward Health, Memorial Healthcare System, Holy Cross Health, and Cleveland Clinic of Florida to discuss collaboration in providing life-saving preventive heart and cancer screenings. Following the discussion at that Board workshop, the County Administrator engaged a consultant, Dr. Claudio Smuclovisky, to develop a proposed plan for the Pilot Project (“Plan”) to provide preventive health care screenings, such as calcium scoring, coronary computer tomography angiograms, and certain cancer screenings, to certain groups of Broward County residents including: (1) seniors age 65 and older, (2) Black and other minority populations, which have been traditionally medically underserved, and (3) individuals between the ages of 45 and 65. Each person participating in the Pilot Project would need to be covered by public or private insurance, to ensure appropriate medical follow-up and treatment, if needed.
After being substantively developed, a draft Plan was presented to Broward Health, Memorial Healthcare System, Holy Cross Health, and Cleveland Clinic of Florida (collectively, the “Healthcare Systems”), as well as other institutions and persons experienced in the public health needs and/or administration of public health in Broward County.
The goal of this Pilot Project is to save lives by providing participants preventive heart and cancer screenings. Based on the results of the SCOT-HEART study conducted in Scotland, it is expected that this Pilot Project will favorably impact and save thousands of lives.
Absent objection, Commissioner Bogen will serve as the Board’s designated liaison with respect to this Pilot Project.
