In accordance with the Broward County Procurement Code, Section 21.33, Issuance of Competitive Solicitations, Board approval is required prior to advertisement of RFPs, RLIs, and RFQs with an anticipated value of more than $500,000.

Summary Explanation/Background

THE PURCHASING DIVISON AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established the following County Business Enterprise participation goals for this project: Category 1: 25%; Category 2: 35% and Category 3: 25%. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibits 2 - 4).

 

The purpose of this solicitation is to engage the services of a qualified firm to provide engineering services for three separate water and wastewater projects. The projects were separated based on type of service and location of each project.  Each proposed contract and its respective scope of service is described as follows:

 

Category No. 1: Utility Analysis Zone 225 and 226

Professional engineering services for the engineering design, permitting, bidding and award, and engineering services during construction of two Utility Analysis Zone (UAZ) projects located in Deerfield Beach. The project includes the replacement of approximately 25,000 linear feet of water main, replacement of approximately 17,600 linear feet of sanitary sewer, and replacement of approximately 2,220 linear feet of force main.

 

Category No. 2: Septic Tank Elimination (STEP) Area 3A-Y and Area 3A-0

Professional engineering services for the design, reporting, permitting, preparation of construction documents, and bidding and award for two septic tank elimination area projects summarized as follows:

 

Project 1: STEP Area 3A-Y is in Water and Wastewater Services (WWS) Service District 3A within portions of Griffin Road, SW 44 Avenue, SW 43 Terrace, SW 43 Avenue, SW 42 Terrace, SW 47 Court, and SW 42 Avenue in the City of Dania Beach. The existing water main has reached the end of its service life and needs replacement. As part of the ongoing septic tank elimination goals, a new sanitary sewer collection system, including gravity main, force main, and lift station, will provide a point of connection to properties and allow septic tanks to be eliminated.

 

Project 2: STEP Area 3A-O is in WWS Service District 3A within portions of Stirling Road, SW 37th Terrace, SW 37th Avenue, and SW 36th Terrace in the City of Dania Beach. The existing water main has reached the end of its service life and needs replacement. Upsizing the existing force main segment in Stirling Road will increase capacity to accommodate additional flow. As part of the ongoing septic tank elimination goals, new sanitary sewer gravity main will provide a point of connection to properties and allow septic tanks to be eliminated.

 

Category No. 3: Regional Effluent and Reuse Solutions

Professional engineering services for the engineering design, permitting, bidding and award, and engineering services during construction of the Regional Effluent and Reuse Solutions Project (the "Project”), which will serve to install two large diameter pipelines to carry treated wastewater in one line and reuse quality water in the second pipeline from the North Regional Wastewater Treatment Plant (NRWWTP) to the City of Pompano Beach Oasis Water Reclamation Facility (Oasis WRF).

 

The RFP method of solicitation was selected for this procurement to best serve the County with additional evaluation criteria. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), the RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).

 

The County Auditor’s Office has reviewed the RFP and all matters were addressed.

The estimated amount of this procurement is $15,500,000 (Category 1 is $2,000,000, Category 2 is $3,500,000 and Category 3 is $10,000,000), which is included within the Water and Wastewater Construction Fund.
