Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise participation goal of 16% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of up to three qualified consulting engineering and inspection firms to provide Construction Engineering and Inspection (CEI) professional services. The professional services include, but are not limited to, inspection services, cost estimating, value engineering, contract administration, and quality assurance material testing services related to new construction, modifications, alterations, and improvements to the utilities systems and the roadway pavements (airfield and landside) at the Broward County Fort Lauderdale-Hollywood International Airport and North Perry Airport.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).
The County Auditor’s Office has reviewed the RFP and all matters were addressed.

Funding for each work authorization will be obtained by the appropriate source at the time of release in the initial three-year estimated amount of $5,000,000 (per Prime) and the potential five-year estimated amount of $15,000,000 (potential three firms). The estimated federal assistance is 75% from the United States Department of Transportation (USDOT), Federal Aviation Administration (FAA).
