MOTION TO APPROVE Interlocal Agreement between the School Board of Broward County (SBBC) and Broward County, effective from July 1, 2022, in the amount of $1,327,840 for NatureScape and Air Quality programming services; and authorize the County Administrator to execute the agreement and take all necessary administrative and budgetary actions, subject to review for legal sufficiency by the Office of the County Attorney, in substantially the form as Exhibit 1, and authorize the Director of Purchasing to approve nonmaterial changes that do not increase the total cost to County; and authorize the Mayor and Clerk to execute the final approved version.

Pursuant to Florida Statutes Section 163.01, action is required by the Broward County Board of County Commissioners to approve an interlocal agreement between Broward County and the School Board of Broward County.

Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
Approval of this item supports the Board’s Value of “Encouraging investments in renewable energy, sustainable practices and environmental protection” and Goal 1: Seek funding for, implement policies and pursue projects promoting, the use of alternative energy, and sustainable practices; Goal 3: Increase water quality protection efforts and lead creative approaches to water storage and aquifer recharge, as well as diversification of water supplies, regionally; and Goal 4: Educate the public about the fragile South Florida ecosystems, impacts of severe weather, sea level rise, and climate change, with special emphasis on the coral reef ecosystem.
This Interlocal Agreement (Exhibit 1) provides the County with funds to support the delivery of environmental programming to support SBBC’s educational and sustainability goals. The agreement includes the Scope of Services and a compensation schedule. Services in the new agreement include continued support for the implementation of the P3 Eco-Challenge and Youth Climate Summit; teacher and custodial staff trainings; environmental presentations in the schools; certification of NatureScape properties; Water Matters Day partnerships; irrigation system evaluations; water audits within schools; Air Quality programming; and administration of the agreement.
The Natural Resources Division is responsible for developing and implementing county-wide water resource management, water conservation, water quality protection programs, air quality programs, sustainability, and environmental education and outreach. A previous agreement (approved 12/12/17, Item No. 28) with SBBC provided for NatureScape Broward program delivery and services through environmental programs, landscape improvements, and staff training with the objective of enhancing environmental education and water resource protection throughout the School District and Broward County. Through these initiatives, staff currently provides education to students, teachers, and school personnel about the relationship between the Everglades, urban water resources, and our coastal environment and training in best management practices that protect water quality and improve water resource management, and aims to help conserve water and energy by conducting indoor water audits and outdoor irrigation evaluations on school properties. The 2017 Agreement (Fourth Amendment) expires June 30, 2022. This item provides for a new 5-year agreement to continue the environmental partnership with SBBC.
This item provides for two and one-half full-time equivalent positions (FTEs) to meet the terms of the interagency agreement with SBBC. These positions directly provide services that support the objective to promote greater environmental stewardship and sustainability, through the education of our youth in conservation and natural resource protection.

This agreement provides for reimbursement not-to-exceed $1,327,840 in compensation for programming and outreach services to be delivered as part of the Environmental Partnership Agreement. In Year 1, revenue in the amount of $250,104 (or $62,526 per quarter) will be recognized in the Natural Resource Division’s Contract Fund.
