Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMENDS APPROVAL

 

This item relates to activities in the Broward Municipal Services District (BMSD), formerly known as Unincorporated Broward County, which consists of 11.4 square miles and has a population of approximately 15,006. The Broward County Board of County Commissioners is the governing body of the BMSD, and provides municipal services for the area, including business and housing development, library and park facilities, roadway maintenance, street enhancements, and zoning and code enforcement.

 

Motions A. B. C. and D. seek Board approval of four LED Lighting Agreements with FP&L (Exhibits 1 - 4) for a term of ten years each to provide FP&L services to complete the community and County-approved preliminary LED street lighting design plans, and to install, modify, and maintain LED street lighting facilities in the Boulevard Gardens, Franklin Park, Roosevelt Gardens, and Washington Park communities within the BMSD.

 

Motion E. seeks Board approval of one LED Lighting Agreement with FP&L (Exhibit 5) to authorize FP&L to remove from billing duplicated fixture counts, and back credit account five years in Washington Park within the BMSD in the estimated amount of $33,800.

 

These five Agreements will pay Contribution in Aid of Construction (CIAC) prior to FP&L initiating the requested installation and modification of LED street lighting facilities in total amount of $1,162,379 and to increase the monthly maintenance fee and energy charges for fixtures and poles in the total amount of $17,723 increasing the total cost to the County monthly maintenance fee and energy charges from $7,397 to $25,119 due to the increase of the number of light poles from 265 to 926.  FP&L charges are outlined in the Lighting Tariff approved by the Florida Public Service Commission (FPSC) and may be adjusted subject to review and approval by the FPSC.

 

These five Agreements have been reviewed and approved as to form by the Office of the County Attorney.

Funds for the maximum not-to-exceed amount of $1,162,379 for these five Agreements are available from the Penny for Transportation, Mobility Advancement Program, known as MAP Broward, and funds for the monthly maintenance fee and energy charges in the amount of $25,119 are available from the Street Lighting District.
