In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office and Economics and Small Business Development did not reserve this procurement for Small Business Enterprise under the Sheltered Market Program or assign a County Business Enterprise participation goal (Exhibit 2).

 

The purpose of this contract is to provide equipment and related materials for sign posts and footers installed throughout Broward County.

 

The Director of Purchasing determined that the apparent low bidder, Safety Zone Holdings, INC dba Safety Zone Specialists, to be non-responsive for failure to satisfy the requirements to provide shop drawings and engineers certification.

 

The Traffic Engineering Division reviewed the bid submitted by Xcessories Squared Development & Mfg., Inc. and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation has been completed for Xcessories Squared Development & Mfg., Inc.; the firm has an overall rating of 4.76 out of a possible 5.0.

 

The prices submitted by the recommended bidder, Xcessories Squared Development & Mfg., Inc., have been determined to be fair and reasonable by the Traffic Engineering Division (Exhibit 4).

 

Incumbent: Xcessories Squared Development & Mfg., Inc.; Contract No. OPN2118000B2, Sign Posts and Footers; Contract Term: December 10, 2019 through December 9, 2021; Expenditures: $1,030,684.60.

 

The bid posted on January 10, 2022 and opened on February 2, 2022; two bids were received with zero declinations (Exhibit 1).

 

The bid validity for this project expired on June 2, 2022. The recommended bidder, Xcessories Squared Development & Mfg., Inc., agreed to extend its bid validity through September 30, 2022 for Bid No. OPN2123684B1.

 

The Recommendation for Award was posted on the Purchasing Division website from June 30 - July 7, 2022. No protest was filed regarding this procurement.

 

The initial contract period begins on date of award and will terminate three years from that date.
