Why Action is Necessary

The County Administrator must provide notice to the Board of all grant agreements signed during a scheduled Board recess or period when the Board does not formally meet, at the Board's first formal meeting after such absence.

 

What Action Accomplishes

Provides notice of all grant agreements/amendments executed during the Board of County Commissioners’ 2022 summer recess in accordance with Section 20.31.b.3., Broward County Administrative Code.

Summary Explanation/Background

This item is in furtherance of the following Commission Strategic Plan Values and Goals:

 

1) Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs.

 

2)  Effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.

 

3) Provide diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural and economically viable community.

 

Section 20.31.b.3, Broward County Administrative Code, authorizes the County Administrator to execute any and all grant agreements on behalf of the Board during any scheduled Board recess, and during any period of time when the Board does not formally meet and non-action by the County would jeopardize receipt of grant funding. The County Administrator must provide notice of all grant agreements executed during the Board’s absence in a report at the first formal meeting after the Board returns.

 

Since the Board's last scheduled meeting on June 14, 2022, the County Administrator executed the following grant agreements/amendments after County Attorney's Office review and approval for the following agreements:

 

Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with the Areawide Council on Aging of Broward County, Inc.; Agreement No. JH022-15-2023 (Exhibit 1), in the amount of $185,375 (Budget Resolution, Exhibit 2). Funds support Home Care for the Elderly, for the provision of home and community-based services to frail elders and their caregivers. Effective from July 1, 2022, to June 30, 2023.

 

Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with the Areawide Council on Aging of Broward County, Inc.; Agreement No. JC022-15-2023 (Exhibit 3), in the amount of $6,550,678, cash match from the County General Fund in the amount of $527,854, and an estimated $200,000 cash match from client co-payment revenue (Budget Resolution, Exhibit 4). Funds support Community Care for the Elderly, for the provision of case management and services to frail Broward County residents, 60 years of age and older. Effective from July 1, 2022, to June 30, 2023.

 

Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with the Areawide Council on Aging of Broward County, Inc.; Agreement No. JZ022-15-2023 (Exhibit 5), in the amount of $1,477,811 and an estimated $45,000 in program income (Budget Resolution, Exhibit 6). Funds support the Alzheimer’s Disease Initiative, for the provision of services to elderly Broward County residents afflicted by dementia. Effective from July 1, 2022, to June 30, 2023.                     

 

Human Services Department (HSD), Broward Addiction Recovery Division (BARC), with the Florida Alcohol and Drug Abuse Association, Inc.; Agreement No. OSCFAD202223-10 (Exhibit 7), in the total amount of $311,345 (Budget Resolution; Exhibit Numbers 8, 9, 10 respectively), Funds support the provision of screening/education, medical assessment, and administration of Food and Drug Administration (FDA)-approved medication to treat substance use disorders in adults 18 years of age or older. Effective from July 1, 2022, or the date of final signature, to June 30, 2023.

 

Human Services Department (HSD), Broward Addiction Recovery Division (BARC), with the Florida Alcohol and Drug Abuse Association, Inc.; Agreement No. DCFFAD202223-07 (Exhibit 11), in the total amount of $109,097 (Budget Resolution, Exhibit 12), Funds support the provision of screening, medical assessment, and administration of extended-release injectable naltrexone to treat substance use disorders in adults 18 years of age or older. Effective from July 1, 2022, or the date of final signature, to June 30, 2023.

 

The Greater Fort Lauderdale Convention & Visitors Bureau with the Florida Sports Foundation; Agreement No. 236231519 (Exhibit 13), in the total amount of $250,000 (Budget Resolution, Exhibit 14). Funds to support venue rentals, marketing, and site preparation costs for hosting the National Senior Games. Effective from July 1, 2022, or the date of the final signature to June 30, 2023.

                     

The Greater Fort Lauderdale Convention & Visitors with the Florida Sports Foundation; Agreement No. 250552128 (Exhibit 15), in the total amount of $50,000 (Budget Resolution, Exhibit 16). Funds to support costs associated with hosting the West Indies vs. India International T20 Cricket Series Effective from July 1, 2022, or the date of the final signature to June 30, 2023.

 

The Greater Fort Lauderdale Convention & Visitors with the Florida Sports Foundation; Agreement No. 250502332 (Exhibit 17), in the total amount of $7,733 (Budget Resolution, Exhibit 18). Funds to support venue rentals, marketing, and site preparation costs for hosting the 2022 USA Volleyball Beach National Championship. Effective from July 1, 2022, or the date of the final signature to June 30, 2023.

 

Office of Management and Budget, U.S Department of Justice (DOJ), Office of Justice Programs, 2020 BJA Fiscal Year 2020 State Criminal Alien Assistance Program, Agreement No. 15PBJA-20-RR-00233-SCAA (Exhibit 19) in the amount of $72,675 (Budget Resolution, Exhibit 20). A formula grant, the funds will be passed through to the Broward Sheriff’s Office The amount awarded is based on the number of undocumented, incarcerated criminal aliens that were held in the jail during a specific 12-month period. Effective from July 1, 2022, to June 30, 2023.
