Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.19(a), the Board is required to approve all standardizations greater than the award authority of the Director of Purchasing; and Section 21.19(c), the Director of Purchasing may recommend to the Board that any brand or source of goods or services be standardized as the sole brand or sole source of goods or services that will be purchased for a County Agency or countywide.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of this designation is to standardize the sole brand, DeZURIK/APCO, as the manufacturer of DeZURIK/APCO valves, parts, maintenance, and repair, and the sole source, Fluid Control Specialties, LLC, as the manufacturer’s sole or exclusive representative for the purchase and maintenance of same. Water and Wastewater Services has over 300 DeZURIK/APCO valves installed in various operating areas of the treatment plants. These valves and associated parts are used in the sludge thickening, digester, and aeration processes.
On June 28, 2022, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate sole source/sole brand to ascertain whether there were any other entities able to provide DeZURIK/APCO-brand valves, parts, maintenance, and repair services. There were no responses to the RFI. Additionally, the manufacturer, DeZURIK, indicated that the sole representative for the purchase of DeZURIK/APCO valve products, repair parts, and maintenance for the water and wastewater industries in the state of Florida (with the exception of Bay, Calhoun, Escambia, Gulf, Homes, Jackson, Okaloosa, Santa Rosa, Walton and Washington Counties) is Fluid Control Specialties, LLC. Based on this information, the Director of Purchasing recommends approval of this sole source, sole brand standardization (Exhibit 1).
Incumbent: Fluid Control Specialties, LLC. Contract Number and Title: OPN2117564Q1, DeZURIK/APCO Valves and Parts. Contract Term: November 27, 2018 through November 26, 2022. Expenditures to date: $738,343.51.
