Broward County Board of County Commissioners (“Board”) approval is required to approve a grant agreement with the Federal Aviation Administration (“FAA”) and authorize execution by the Director of Aviation.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the FAA grant agreement for Airport Improvement Program Project No. 3-12-0025-098-2022 to provide federal grant funding for the design of the Project and authorizes the Director of Aviation to execute the grant.
The FAA will fund 75% of the design costs of the Project, up to a maximum amount of $900,000, and requires Broward County to fund all remaining expenses for the design of the Project in excess of the amount of FAA’s funding, estimated to be $300,000.
Taxiway A runs parallel to the North Runway (10L-28R) and is considered the primary taxiway serving the north side of FLL. Taxiway A measures 9,000 feet (“ft.”) long by 75 ft. wide and includes the shoulders and access connectors. The Project will rehabilitate approximately 6,500 ft. by 75 ft. of pavement within Taxiway A, because the remaining portion of Taxiway A was rehabilitated under the North Runway Rehabilitation project. The portion of Taxiway A that is in need of rehabilitation was last rehabilitated in 2005 and displays distresses and deterioration such as alligator cracking, depression, weathering, and rutting.
During the design phase, which is the initial stage of the Project, the consultant will conduct an extensive geotechnical evaluation to determine what areas within Taxiway A need reconstruction. The design will also include lighting upgrades needed along Taxiway A, drainage upgrades, temporary traffic plans, pavement analysis, and a re-striping plan. All plans, specifications, and designs will be developed in accordance with the latest FAA design standards.
The rehabilitation will preserve the structural integrity of the pavement for Taxiway A and will keep it in good operating condition. Additionally, the Project will increase the pavement’s useful life to 20 years and bring Taxiway A in full compliance with FAA standards. The rehabilitation would also enhance safety and preserve capacity on the airfield at FLL.
The Office of the County Attorney has reviewed the grant agreement, approved it as to form, and will be signing after the Director of Aviation signs. The proposed grant agreement does not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement.
