Why Action is Necessary

Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support, with special emphasis on financial supports”. Funding from the Florida Council Against Sexual Violence (“FCASV”) will be used by the Nancy J. Cotterman Center (“NJCC”) to provide crisis intervention services and forensic medical examinations to sexual assault victims.

 

FCASV provided notice of the Contract No. 22OAG27 award of non-competitive grant funding on July 1, 2022. The effective date of this Contract (Exhibit 1) is retroactive due to contract negotiations with FCASV regarding language and formulation of the document. The Contract with FCASV was finalized on August 16, 2022.

 

FCASV distributes funding from the Office of the Attorney General to certified rape crisis centers such as NJCC. The Commission has approved this funding annually since 2006, when NJCC first received the award. The continued funding has allowed for the delivery of crisis intervention services and forensic medical examinations to victims of sexual assault in Broward County.

 

The deliverables remain substantially the same as in the prior year, and all deliverables for Fiscal Year 2021-2022 have been achieved.

 

The Contract is in FCASV’s format and has been approved as to form by the Office of the County Attorney. FCASV will sign following Commission approval.

This Contract funds $25,015 to Broward County with no cash match required. The budget resolution for this grant was processed administratively through the adopted budget for Fiscal Year 2021-2022.
