Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the goal to “collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness.” A First Amendment will provide an additional 46 emergency shelter beds and support services for individuals and families experiencing homelessness and administrative services for TSA.

 

On September 9, 2021 (Item No. 4), the Commission approved the Agreement between Broward County and TSA to provide rapid rehousing services and emergency shelter beds to individuals experiencing homelessness in the amount of $602,331 from October 1, 2021, through September 30, 2022.

 

On September 9, 2021 (Item No. 4), the Commission also approved funding for an Agreement between Broward County and the Miami Rescue Mission, Inc. d/b/a Broward Outreach Center (“BOC”) to provide emergency shelter beds at the Homeless Assistance Center South in the amount of $1,840,712 from October 1, 2021, through September 30, 2022. On July 13, 2022, BOC notified Broward County of its intent not to renew the Agreement, effective October 1, 2022.

 

Retroactive approval is requested to allow TSA to invoice Broward County for provided services effective from July 14, 2022 for TSA to assist with the transition of emergency shelter beds from BOC to TSA and mitigate the impact to the Broward County Homeless Continuum of Care.

 

This item requests Commission approval to add funds in the amount of $209,614 to Agreement No. 22-CP-HIP-9026-01 with TSA, increasing the Agreement amount from $602,331 to $811,945, effective retroactively from July 14, 2022, through September 30, 2022, to provide an additional 46 emergency shelter beds and support services for individuals and families experiencing homelessness and administrative services for TSA.
