Why Action is Necessary

Board approval is required to approve amendments to agreements increasing the funding amount of the original agreement. The County Commission has directed County Administration to contract for the preparation of a Ten-Year Affordable Housing Plan.

 

What Action Accomplishes

The Plan will engage community/countywide stakeholders impacted by affordable housing need, define challenges and opportunities, integrate findings of the updated Affordable Housing Needs Assessment and establish guiding principles, goals and objectives and funding needs and resources for a ten-year horizon.

Previous Action Taken

The Board approved the update to the 2018 Countywide Housing Needs Assessment Update with Florida International University (FIU) at the June 15, 2021, meeting (Item No. 50).

 

Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THIS MOTION.

 

FIU has been retained to update the 2018 Countywide Housing Needs Assessment. A preliminary presentation of this report was provided to the Board at the June 14, 2022, Board meeting.  At the conclusion of the presentation the Board and Dr. Ned Murray, representing FIU, discussed the need for a long-term planning horizon for defining the future need and funding sources for affordable housing in Broward County.  Dr. Murray recommended that a “Ten-Year Plan” be prepared that would include the required analysis, community engagement and assessment of need and funding sources in Broward County for the next ten-year period.  The Board concurred with Dr. Murray’s recommendation and directed the County Administrator to prepare a schedule, scope of work and budget to develop the Ten-Year Plan. 

 

In order to move promptly and to utilize the new findings of the updated 2021 Countywide Affordable Housing Needs Assessment and to take advantage of the considerable knowledge and experience of FIU staff regarding affordable housing, not only in Broward County, but also Miami-Dade County and Palm Beach County, Administration recommends amending the existing contract with  FIU for the updated Affordable Housing Needs Assessment to include the scope of work and funding to prepare a Ten-Year Affordable Housing Plan for Broward County.  The attached Third Amendment to the Agreement includes this requirement and allocates funding in the amount of $150,000 for development of the plan.  The proposed schedule for this effort is initiation in September 2022 and conclusion in May 2023. The detailed Scope of Work and Schedule are included in the proposed agreement.
