Why Action is Necessary

MOTION A: To permit discussion and feedback from the Board regarding procurement preferences for Veteran-owned businesses.

 

MOTION B:  Pursuant to Section 18.5(e) of the Broward County Administrative Code, the subject matter of a proposed Ordinance must be considered by the Board prior to the drafting of the proposed Ordinance.

On April 5, 2022, the Board of County Commissioners approved agenda item 59 directing the County Administrator to develop a veteran-owned business contracting program.

 

Summary Explanation/Background

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action supports the Boards Value “Ensuring economic opportunities for Broward’s diverse population and businesses”.  It also supports the Board’s Goal to “Increase the economic strength and impact of revenue generating County enterprises balancing economic, environmental, and community needs”.

 

Broward County recognizes the impact that veteran-owned businesses have on the economic growth of Broward County and has a vested interest in helping veteran entrepreneurs start and succeed as business owners.  On April 5, 2022, the Board of County Commissioners approved agenda item 59, to direct the County Administrator to develop a veteran-owned business contracting program that allows veteran-owned businesses that are verified by the County to receive preference and /or participate in sheltered market initiatives in the awarding of County contracts, as determined permissible under applicable law.  The proposed program will provide procurement preference for veteran-owned businesses (VBE), including service-disabled veterans, that have the Florida Department of Management Services Office of Supplier Diversity Veteran Business Enterprise Certification or is verified as a Veteran-Owned Small Business under the U.S. Department of Veteran Affairs Vets First Verification Program. The VBE procurement preference applies to Small Business Enterprise (SBE) Reserves and open market solicitations of $250,000 or less, where the responsive and responsible VBEs receive primary preference, SBEs receive secondary preference and the CBEs receive tertiary preference. The proposed program is being developed by OESBD in coordination with County Administration, the Purchasing Division, and the Office of the County Attorney.
