Why Action is Necessary
Broward County Local Provider Participation Fund Ordinance, Article V of Chapter 16 of the Broward County Code of Ordinances, provides for the Board to adopt a rate resolution for the Special Assessment.
What Action Accomplishes
This action approves the non-ad valorem assessment rates and amounts to be levied on private for-profit and not-for-profit hospitals that provide inpatient hospital services and sets the Public Hearing to adopt the assessment rates and amounts.

Summary Explanation/Background
Pursuant to the Broward County Local Provider Participation Fund Ordinance, codified in Article V of Chapter 16 of the Broward County Code of Ordinances (“Ordinance”), the Broward County Board of County Commissioners will convene a public hearing to discuss, consider, and take action on a resolution setting the rate of collection and assessment amount for a non-ad valorem special assessment on local private hospitals (“Special Assessment”), which Special Assessment is due on November 30, 2022.
The Special Assessment is intended to finance intergovernmental transfers, provided consistent with federal guidelines, that fund the non-federal share of certain Medicaid and/or Medicaid managed care payments. The Special Assessment directly and specially benefits the assessed properties and supports the provision of health care services to uninsured persons and those who qualify for Medicaid.
The public hearing to adopt the Special Assessment rates is scheduled to take place as part of the public hearing on September 20, 2022. Notice of the Public Hearing has also been provided to the owners of the Assessed Properties in accordance with the Ordinance.
