Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Solid Waste and Recycling Services operates the Broward County Landfill (BCL), located in unincorporated Broward County, east of U.S. 27 and north of Sheridan Street in the southwestern portion of the County. The BCL currently accepts Class III waste from customers including bulk trash, construction and demolition debris (C&D), yard waste, waste tires, and discarded mobile homes and boats generated in Broward County.

 

To improve operations through modernization and funding of future capital projects, County staff proposes an increase to disposal rates at the BCL beginning January 1, 2023.  Chapter 38.38 of the Broward County Administrative Code outlines the disposal rate schedule for the landfill, and any change to the rate schedule requires an Administrative Code change by Resolution. The proposed modification to current disposal rates include increases for bulk trash and construction and demolition (C&D) material from $50 per ton to $65 per ton; waste tires from $110 per ton to $130 per ton; boats, trailers, and mobile homes from $5 per foot to $10 per foot; sets a minimum fee for delinquent accounts of $10; and provides for various fees related to administrative and accounting expenses.  The proposed revised rates remain competitive and are recommended to take effect on January 1, 2023. 

 

The Office of Management and Budget and the Office of the County Attorney have reviewed and approved this action.

Fiscal Impact/Cost Summary

The proposed rate increases, effective January 1, 2023, are anticipated to provide approximately $1.24 million in additional revenue during Fiscal Year 2023 to fund future modernization and enhancement projects. The annualized fiscal impact of the proposed rate increases is approximately $1.65 million in additional revenue.
