Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's vision of, "offering sustainable, compatible, innovative housing options for all income levels, including integrated, permanent supportive housing and rapid rehousing,” and its corresponding goal to “strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supporting, etc.) countywide, in every community.” 

 

MOTION A. The SHIP Program funds being recognized for the SHIP Fiscal Year 2021-2022 are in the amount of $120,407 and represent additional funds from the Florida Housing Finance Corporation’s (“Corporation”) initial allocation of July 1, 2021.

 

The Corporation, as the State’s administrator for SHIP funds, retains $5,000,000 for natural disaster relief annually.  No natural disaster occurred during July 1, 2021 through June 30, 2022; therefore, the Corporation allocated the $5,000,000 to the 119 SHIP jurisdictions, of which Broward County’s portion is $78,420; the City of Coconut Creek’s portion is $13,296; the City of Margate’s portion is $13,427; and the City of Weston’s portion is $15,264. All of these funds will be allocated to the Special Needs/Barrier Free Housing Strategy.

 

Ten percent (10%) or $12,040 of the combined allocations for Broward County, the City of Coconut Creek, the City of Margate, and the City of Weston for SHIP Fiscal Year 2021-2022 funding is allocated for administration.

 

MOTION B. The Broward County SHIP allocation for Fiscal Year 2022-2023 from the State of Florida is in the amount of $3,308,034 for the following strategies: Special Needs/Barrier Free Housing, Home Repair Assistance, Purchase Assistance, Multifamily Rental New Construction, and New Construction Single Family. The cities of Coconut Creek, Margate and Weston have entered interlocal agreements with the County to implement and administer their respective allocated SHIP Program funds for Fiscal Years 2022, 2023, 2024 and 2025.  The City of Coconut Creek’s share of $554,147 will be available for the following strategies: Special Needs/Barrier Free Housing and Home Repair Assistance. The City of Margate’s share of $561,636 will be available for the following strategies: Special Needs/Barrier Free Housing and Home Repair Assistance. The City of Weston’s share of $653,369 will be available for the following strategies: Special Needs/Barrier Free Housing and Home Repair Assistance.

 

The Department and Division recommend distributing SHIP Program funds to the Special Needs/Barrier Free strategy in the amount of $1,346,240 which will provide assistance to a minimum of 13 qualified households with a maximum of up to $100,000 per household. This distribution is a State requirement because each local government must use a minimum of 20% of its allocation to serve "persons with special needs," as defined in Section 420.0004, Florida Statutes, with priority given to developmentally disabled persons. The $1,346,240 is comprised of Broward County’s share in the amount of $992,410 (30% of the Broward County allocation pursuant to the Broward County Local Housing Assistance Plan), the City of Coconut Creek’s share in the amount of $110,829; the City of Margate’s share in the amount of $112,327; and the City of Weston’s share in the amount of $130,674.

 

The Department and Division recommend distributing SHIP Program funds to the remainder of the strategies in the following amounts: (i) Home Repair Assistance in the amount of $2,223,226 which will provide assistance to a minimum of 22 qualified households with a maximum of up to $100,000 per household.   The $2,223,226 is comprised of Broward County’s share in the amount of $984,820; City of Coconut Creek’s share in the amount of $387,903; City of Margate’s share in the amount of $393,145; and the City of Weston’s share in the amount of $457,358; (ii) Purchase Assistance in the amount of $400,000 which will provide assistance to a minimum of ten qualified households. The $400,000 is comprised of Broward County’s share in the amount of $400,000; (iii) Multifamily Rental New Construction in the amount of $500,000, which will provide assistance to projects awarded financing through the Florida Housing Finance Corporation; and (iv) New Construction Single Family in the amount of $100,000 which will provide assistance to non-profit agencies towards predevelopment costs associated with building single family homes on County-owned lots in the Broward County Municipal Services District.  

 

Ten percent (10%) or $507,718 of the combined allocation of Broward County's allocation of $3,308,034 plus the City of Coconut Creek’s allocation of $554,147; the City of Margate's allocation of $561,636; and the City of Weston’s allocation of $653,369 for SHIP Fiscal Year 2022-2023 funding is allocated for administration.
