Why Action is Necessary

The South Florida Cultural Consortium (“SFCC”) requires that each of their respective Boards, including the Broward County Board of County Commissioners (“Board”), approve each respective county’s contribution and the SFCC Annual Budget, the filing of the Annual Financial Report, and the Annual Activities Report pursuant to Sections 7, 8, and 19 respectively, of the Interlocal Agreement (“ILA”).

 

What Action Accomplishes

These actions satisfy current requirements of the ILA for Board approval of the SFCC Budget Fiscal Year 2023 and filing of the Fiscal Year 2021 Annual Financial and Annual Activities Reports.

Summary Explanation/Background

CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's value of cultivating community culture, arts, recreation, and life-long learning and goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural, and economically viable community.

 

On March 26, 1985 (Item No. 48), the Board approved an agreement, for the period January 1, 1985, through December 31, 1987, for the creation of the SFCC among

Broward, Miami-Dade, Monroe, and Palm Beach counties to develop, coordinate, and promote the arts across county lines (“Agreement”). The Agreement was subsequently amended in 1988, 1991, and 1992, respectively, to: (1) modify the budget to coincide with the County’s Fiscal Year; (2) add Martin County as a member of the SFCC; and (3) allow Palm Beach County to designate a representative of the Palm Beach County Cultural Council as its representative on the SFCC.

 

On June 3, 2014 (Item No. 64), the Board approved a new ILA for the SFCC, with a 30-year term commencing upon complete execution of the ILA by all parties, and automatic one-year renewals thereafter until terminated in accordance with its terms.

 

Pursuant to the ILA, the SFCC is required to submit to each of its members’ Board of County Commissioners its Annual Budget request (Exhibit 1), an Annual Financial Report (Exhibit 2) by June 30 of the following Fiscal Year, and a report on past and proposed activities of the SFCC (Exhibit 3).

 

If approved, Broward County’s Fiscal Year 2023 contribution of $75,000 will be used for artist fellowship awards in Broward County, honorarium for jurors, and an exhibition and catalog of artist fellowship award winners, as more fully outlined in Exhibit 1.

 

In past years, the Board has requested that all five counties provide cash contributions to the SFCC and that Broward County not contribute to an at-large artist fellowship. The proposed Fiscal Year 2023 budget of the SFCC reflects that both requests of the Board have been met.

 

For the Fiscal Year 2023 budget, the cash contributions from other consortium members are as follows: Miami-Dade County $220,000; Palm Beach County $26,000; Martin County $1,000; Monroe County $1,000; in addition to $41,000 from the SFCC.
