MOTION TO APPROVE Agreement between Broward County and Calvin, Giordano & Associates, Inc., for Professional Engineering Services for Parks and Recreation Division, Request for Proposals (RFP) No. PNC2123551P1, for an initial three-year term, in the not-to-exceed annual amount of $600,000 for any one year of the agreement, for a maximum not-to-exceed amount of $1,800,000 for the initial three-year term, and authorize the Director of Purchasing to renew the Agreement for two one-year periods, with a maximum not-to-exceed amount of $3,000,000, and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25%. Calvin, Giordano & Associates, Inc. committed to 26% CBE participation. The goal participation was reviewed and approved by OESBD (Exhibit 2).
On December 7, 2021 (Item No. 83), the Board approved Request for Proposals (RFP) No. PNC2123551P1, Professional Engineering Services for Parks and Recreation Division. The RFP was advertised and, at the time of the submittal deadline on January 12, 2022, five firms submitted proposals in response to the RFP.
On March 29, 2022, an Initial Evaluation Committee meeting was held. The Evaluation Committee determined that all five firms were responsive and responsible to the RFP requirements. In accordance with the Broward County Procurement Code, Section 21.44, Procedures for CCNA Services, the Evaluation Committee shortlisted three firms of the five vendor responses to advance to the final evaluation.
On April 15, 2022, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named Calvin, Giordano & Associates, Inc. as the first-ranked firm; Chen Moore and Associates as the second- ranked firm; and Thompson & Associates, Inc. as the third-ranked firm.
The Evaluation Committee’s proposed recommendation of ranking was posted on the Purchasing Division website from April 26 - 29, 2022, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
The Evaluation Committee’s final recommendation of ranking was posted on the Purchasing Division website from May 2 - 9, 2022, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.
Three negotiation meetings were held to negotiate an agreement with Calvin, Giordano & Associates, Inc.: June 22, July 12, and August 3, 2022. These negotiation meetings were attended by representatives of Calvin, Giordano & Associates, Inc., and staff from the Broward County Parks and Recreation Division, the County Attorney’s Office, and the Purchasing Division.

The initial term of this agreement will be effective upon date of execution and will terminate three years from that date (Exhibit 1).
