MOTION TO AUTHORIZE County Administrator to execute Grant Agreement between the Florida Network of Children’s Advocacy Centers, Inc., (“FNCAC”) and Broward County, subject to review for legal sufficiency by the Office of the County Attorney, in the amount of $9,789, effective upon full execution through June 30, 2023, to fund medical consultations and examinations for child victims of abuse and neglect; authorize the County Administrator to execute amendments to the Agreement that do not impose additional financial obligations on the County, subject to review for legal sufficiency by the Office of the County Attorney; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Why Action is Necessary
A. and B. Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.
Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.
What Action Accomplishes
Approval of Motions A and B allows for the provision of medical consultations and examinations to child victims of abuse and neglect.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable” and the goal to deliver evidence-based services to the public and connect customers and their family members to sustainable support, with special emphasis on financial supports.” Funding from FNCAC will be used by the Nancy J. Cotterman Center (“NJCC”) to provide medical consultations and examinations to child victims of abuse and neglect.
FNCAC provided notice of the Child Advocacy Trust Fund award of non-competitive grant funding on August 5, 2022, with an acceptance deadline of October 17, 2022. Broward County will lose the funding if the Agreement is not fully executed by the acceptance deadline.
Funding for the Child Advocacy Trust Fund grant is derived from court fines for certain crimes committed against minors. FNCAC distributes these funds to accredited children’s advocacy centers as defined in Section 39.305, Florida Statutes. NJCC is Broward County’s only certified children’s advocacy center. FNCAC determines the allocation methodology, and the annual funding amount varies based on the court fines that are issued and collected. Broward County has been awarded this grant annually since 2007.
There are no required outcomes; however, NJCC must submit monthly activity and service detail reports outlining the number of children and families served, and the services provided. NJCC is also required to prepare a final report providing demographic data, year-to-date units of services provided, and the number of clients served for submission to FNCAC at the end of the grant period.
The Agreement will be reviewed and approved by the Office of the County Attorney for legal sufficiency prior to execution by the County Administrator.
