Why Action is Necessary
Broward County Board of County Commissioners (“Board”) approval is required to enter into an agreement with ArtServe, Inc.; Destination Sistrunk Cultural and Community Investment Partnership, Inc. (“Destination Sistrunk”); The Fort Lauderdale Children’s Theatre, Inc.; and the School Board of Broward County, Florida, as the applicants’ funding request were evaluated apart from the regular competitive peer panel review process, with the recommended award amount approved by the Broward Cultural Council (“BCC”).

Summary Explanation/Background
THE CULTURAL DIVISION AND THE BROWARD CULTURAL COUNCIL RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This action is related to achieving the Goals contained in the Broward County Commission Vision Statement: Value F. Cultivating community culture, arts, recreation, and life-long learning.
ArtServe, Inc., is a local arts incubator that provides low-cost or subsidized space and support services to the Broward County arts and cultural community. Because ArtServe, Inc., uses grant award funds to support other organizations and artists that receive funding from the Cultural Division’s General Operating Support, Program Support, and Artist Support grant programs, the funding request for ArtServe, Inc., is reviewed outside of the normal peer review process and is instead, reviewed by the BCC. General Operating Support grants are multi-year grants, and the process is run on an alternating year basis. On June 2, 2022, the BCC approved a funding recommendation for Fiscal Year 2023, General Operating Support grant award for ArtServe, Inc., at the same award levels that were approved at the June 3, 2021, and September 2, 2021, BCC meetings.
Destination Sistrunk is a local cultural organization that provides arts and cultural development, heritage, and historic preservation support services to historically Black neighborhoods throughout Broward County. Destination Sistrunk will use Grant Award funds for programming and operational support at the Destination Sistrunk Cultural Center and support other organizations and artists. The funding request for Destination Sistrunk was reviewed outside of the normal peer review process and approved for recommendation by the BCC on September 1, 2022.
The Fort Lauderdale Children’s Theatre, Inc. is an educational center for life-long learning in the theatre arts. It uses this grant award to provide arts education programming for the Gulfstream Early Learning Center of The School Board of Broward County, Florida. Board approval is required, as the funding request for The Fort Lauderdale Children’s Theatre, Inc. was reviewed outside of the normal peer review process and approved for recommendation by the BCC on September 1, 2022.
Broward Cultural Division and the School Board have been partners in arts education for over 30 years. The School Board uses this grant award to support arts education programming for children, families, caregivers, and adults. Board approval is required, as the funding request for The School Board of Broward County, Florida was reviewed outside of the normal peer review process and approved for recommendation by the BCC on September 1, 2022.
