Why Action is Necessary

Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes.  Recommendation of the Sheriff and Board approval are required to appropriate LETF funds.

 

What Action Accomplishes

A. Provides LETF funding in the amount of $64,320 to purchase ballistic shields for the Pompano Beach District.

 

B. Provides LETF funding in the amount of $200,331 to purchase additional BCM patrol rifles.

 

C. Provides LETF funding in the amount of $410,187 to provide funds for school resource officers assigned to the public schools within the city of Cooper City.

Summary Explanation/Background

A. The Broward Sheriff's Office supports this LETF request for the Pompano Beach Ballistic Shields. Purchase of 16 new BELLATORE Rifle Ballistic Shields. 20 x 30. with Viewport Level lll These shields will be assigned to each of the 16 Pompano District shift sergeants to provide protection when involved in a multitude of critical incidents to include, but not limited to active killer and barricaded suspects.

 

B. The Broward Sheriff’s Office supports this LETF request for the BCM Patrol Rifle Program. ln 2019, the Broward Sheriff’s Office purchased and issued BCM Patrol Rifles to every sworn Department of Law Enforcement Deputy to ensure deputies are appropriately equipped for situations requiring a force multiplier, such as a tactical rifle As the Broward Sheriff’s Office has gone since 2019, the purchase of 100 more rifles and accessories is needed to continue to equip the deputies for an Active Killer/Mass Casualty Critical incident response.

 

C. The Broward Sheriff’s Office supports this Federal Justice/Treasury LETF request for School Resource Officers - Cooper City DLE. The funds from this LETF request will be used for School Resource Officers (SROs) assigned to the public schools within the City of Cooper City, a permissible use under the Federal Equitable Sharing Guidelines. The SROs are assigned to the public schools in accordance with the MSD Act, which was passed by the Florida Legislature, to increase school safety and security. These LETF funds were part of a federal asset sharing award resulting from a seizure that occurred in cooper city on July 11,2014, which resulted in the execution of an MOU between Cooper City and BSO on the use of funds for this purpose.

Fiscal Impact/Cost Summary

Funds are available within the Law Enforcement Trust Fund for these actions.  According to BSO, the current balance of the LETF, as of August 30, 2022, is $4,497,351 in the local account ($3,039,235 of which is unrestricted) and $4,783,525 in the federal account ($2,435,951 of which is unrestricted). This action will utilize $200,332 in unrestricted local funds and $474,507 in restricted federal funds.
