Summary Explanation/Background

This item furthers County Commission Value F, Goal 2: "Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies," and Value G: "Consistently delivering responsive, efficient, quality services to the public and internal customers."

On September 6, 2022, the Office of the County Attorney distributed a memorandum, attached as Exhibit 1, identifying opportunities to streamline affordable housing projects ("Memorandum"). The Memorandum suggests that Part XXXIX of Chapter 27 of the Broward County Administrative Code ("Administrative Code") be amended to allow for the identification of affordable housing projects earlier in the development approval and permitting process and for expediting the review of those projects that have been identified as affordable housing. A proposed Resolution amending the Administrative Code consistent with the recommendations in the Memorandum will be presented to the Board for its consideration at a future meeting.

This item provides direction consistent with the Memorandum, including to analyze whether the changes proposed to be made in connection with affordable housing projects should be extended to other residential projects that might also favorably impact affordability.
