Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of “offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing” and its corresponding goal to “increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies.”

The Broward Housing Council contracted with the Metropolitan Center, Florida International University, to update the Broward County Affordable Housing Needs Assessment, which was previously updated in 2018. The new study (Exhibit 1) provides current data on housing supply, housing demand, and future demand. It includes municipal profiles with housing supply and demand shown for very low, low, and moderate-income households.  The study was presented to the Broward Housing Council on August 26, 2022.

Data from this study will be used to evaluate amendments to the Broward County Land Use Plan (BCLUP) that propose adding 100 or more dwelling units. BCLUP Policy 2.16.2 states: “the local government shall estimate its supply of affordable housing utilizing the data and methodology reference within the Broward County Affordable Housing Needs Assessment... as may be updated and accepted by the [Board].” Data from the study has been added to the Broward Housing Council’s Affordable Housing Dashboard to make it readily available to all interested parties.
